The primary function of the CHART scoping tool is to calculate coastal storm risk. Coastal storm risk can be conceptualized as a function of the hazard, performance, and consequences, where consequences are a function of exposure and vulnerability as depicted in the figure below (USACE, ER 1105-2-101).

Coastal storm risk is measured by expected annual damage (EAD). The compute of EAD for the CHART Scoping Tool is frequency-based. Using methods described in Engineering Manual 1110-2-1619, a damage-frequency relationship is developed and then integrated to calculate EAD for each structure.
