Under SMART planning requirements the analysis of alternatives is fit between the AMM and the Tentatively Selected Plan (TSP) milestones.  The AMM typically occurs within the first 90 days of a study, while TSPs generally occur 12-18 months into a study.

Note: -

This section describes the process of pulling the full list of risks and alternatives from the risk SCT model and linking them with generalized level of effort estimates.  An assessment of effort should be distributed by discipline and task. Key study disciplines are as defined as follows:

  • Project Management
  • Plan Formulation
  • Engineering
  • Environmental/NEPA
  • Economics
  • Cost Engineering
  • Real Estate
  • Geospatial

In addition to the study disciplines, all study tasks will be aggregated to the following bulleted list.

  • Meetings/Outreach/Coordination
  • Data Collection
  • Modeling
  • Analysis
  • Contracting
  • Report Writing
  • Review
  • Site Visit/Travel

  • In addition, Major scope inputs include:
    • Boundary/extents
    • Risk Complexity
      • # Planning reaches
      • # HSIPs
      • # exposure types/ relevant risk signals
      • Data availability (e.g., geotechnical data)
      • Complicating Factors
        • Existing projects
        • Social Behavior
        • Complex Topography
      • Measures/ Alternatives to be analyzed during feasibility
      • Additional investigations Needed
