Overview

According to ER 1110-2-240, Continuity of Operations Planning (COOP) ensures readiness for the emergency relocation and reconstitution of a USACE activity following a natural or man-made disaster. COOP has long been recognized as a critical component of USACE Water Management functions. Since its inception in 1997, support for COOP has been a fundamental requirement integrated into the design of CWMS.
