Binary TimeSeries (v2025.09.02-testa)

• Binary TS
• Document (for each endpoint) that it requires a base64 encoded string (cwms-python handles this)
• Better error handling for date "date-time", missing timezone. Adding 'Z' at the end of the time fixed issue.
• /timeseries/binary get, post, delete endpoints appear to work as expected.
• Attempted updating quality flag in patch endpoint. Was not successful. (Cleared cache). The 'patch' response appeared successful but the quality flag did not appear updated on subsequent retrieval.
• Discussion as to whether patch should require entire payload or just the fields to update. (Currently requires entire payload)
• Issues will be tested with latest code to verify they persist before logging issues.
