The Corps Water Management System (CWMS) is the U.S. Army Corps of Engineers' (USACE) automated information system (AIS) designed to support its water management mission. Operating within the Water Management Enterprise System (WMES), CWMS enables local offices to effectively manage district- or division-specific water operations through integrated tools for data collection, visualization, processing, modeling, and dissemination.

WMES, also classified as an AIS, serves as the overarching system that integrates all components essential to real-time water management. This includes software (CWMS, databases, commercial off-the-shelf [COTS] and open-source applications), hardware (servers, appliances, Data Collection Platforms [DCPs]), communication infrastructure, and system architecture. The USACE CIO/G6 service provider develops and maintains the WMES infrastructure in alignment with enterprise IT standards.

This document presents the Project Management Plan (PMP) for CWMS and WMES. The PMP aims to:

  • Define the development scope for CWMS and WMES in Fiscal Year 2026 (FY26), including planned deliverables, key milestones, schedules, resourcing strategies, and funding.
  • Document additional project efforts that support CWMS and WMES development or enhance field operations in support of USACE’s water management objectives.
