Since the water management mission is a core business function of USACE, a project charter and detailed management plans have been created and are discussed below.

The WMES/CWMS Enterprise Management Plan (EMP) outlines how the WMES/CWMS Program Manager (PgM), Sean Smith, manages these systems to assure appropriate resources are available at all offices of the Corps with a water management mission. The EMP maximizes cost effectiveness, reliability, and interoperability of WMES/CWMS. A link to the EMP is provided in the Reference Section under Item 1.

The WMES/CWMS Configuration Control Board (CCB) charter outlines how the CCB provides executive review and recommendation to the PgM on how and when changes to the WMES/CWMS software and hardware configuration are to be made. This oversight and direction include both short- and long-term strategic planning of technical issues and budgetary issues. The duties and responsibilities of the WMES/CWMS CCB shall be performed by the WMES/CWMS Advisory Group (AG). The CCB and AG are one and the same. The CCB charter was last updated in February 2018 to revise its purpose to include the WMES/CWMS fully supporting CWMS implementation. The CWMS Version Management Plan describes the supported versions of CWMS software that should be installed on production servers and workstations. This plan was outlined to ensure CWMS maintains Security Technical Implementation Guidelines (STIG) compliance.
