Project Charter and Other Related Documents
Because water management is a core business function of the U.S. Army Corps of Engineers (USACE), a project charter and detailed management plans have been developed. These documents are described below and links are available in the Reference Section.
The WMES/CWMS Enterprise Management Plan (EMP) describes how the WMES/CWMS Program Manager (PgM) oversees these systems to ensure that all USACE offices with water management responsibilities have the necessary resources. The EMP is designed to maximize cost-effectiveness, reliability, and interoperability of both WMES and CWMS.
The WMES/CWMS Configuration Control Board (CCB) Charter defines the role of the CCB in providing executive oversight and recommendations to the Program Manager regarding changes to the WMES/CWMS software and hardware configurations. This includes guidance on both short- and long-term technical and budgetary planning. The responsibilities of the CCB are carried out by the WMES/CWMS Advisory Group (AG) - the CCB and AG function as a single entity. The CCB Charter was most recently updated in February 2024.
The CWMS Version Management Plan outlines the supported software versions of CWMS that should be installed on production servers and workstations. This plan ensures CWMS remains compliant with Security Technical Implementation Guidelines (STIG).
