Project management responsibilities include developing the initial Project Management Plan, continuously reviewing progress, and updating the PMP as needed. Additional activities include:
- Coordinating and documenting the quarterly AG conference calls
- Tracking and reporting monthly obligation and expenditure data for the Enterprise Reimbursable Costs (ERC) to USACE Headquarters
- Reporting on current and future planning budgets and projects in OMB’s Folio system
- Supporting various CECI data calls
- Preparing and delivering presentations for the Investment Review Board (IRB)
CWMS and WMES are both registered in the Army Portfolio Management Solution (APMS), the Army's system for tracking IT investments. Throughout the year, multiple data calls are issued to update the information in APMS.
In FY26, project management activities for CWMS and WMES will be tracked using Jira, a project tracking tool that helps the team organize tasks, set milestones, and manage dependencies. Jira will be used for:
- Ongoing progress tracking
- Preparing briefings for leadership at IWR and HQUSACE
- Supporting upward reporting and decision-making
All work performed under the CWMS and WMES programs will follow the Operating Principles outlined in ER 5-1-11. The project team will actively collaborate with stakeholders, primarily software users, to define program goals and objectives.
Funding for project management activities will be drawn from both CWMS and WMES program budgets, as detailed in the table below. Approximately 10% of the CWMS and WMES budgets are devoted to project management activities.
