Economic analysis, as illustrated in the Flood-Loss Reduction Studies, is appropriate for sizing most features of damage reduction projects. However, when human life is at risk, USACE policy is to design project features - especially spillways of reservoirs - to minimize catastrophic consequences of capacity exceedance.
This section describes how HEC-HMS can be used to provide information for such design and for review of designs of existing structures.
