USACE recognizes …that the environmental effects of development during the last century are now ripe for remedial action. While the quality of our lives has improved in many ways, our ability to sustain that quality of life requires that we restore many of the natural structures and functions within the environment that have been damaged and disrupted (Fischenich, 2001). This restoration may include the return of stream environments to conditions that approximate the most desirable aspects of conditions prior to development.

Remedial action and restoration requires careful planning, supported by careful technical analyses, if the impacts are to be sustainable. The analyses include hydrologic engineering studies in which HEC-HMS may play a critical role.
