After a polygon is draw in a Map Window (see Creating a Polygon With the Define Polygon Tool), the Ad-Hoc Polygon Operations (see figure below) will contain a "Compute Average" action. This action will bring up the "Ad-Hoc polygon information" dialog, which provides the area and average value within that polygon.
