New users will have to create an account with login.gov.

Select the "Create an Account" button

Enter an Email address, make a language preference selection, read the terms and conditions and check the box "I have read the terms and conditions", then select Submit.

A verification email will be sent. Check your email (including the junk folder) and follow the guidance in the email.
