Flood Damages Reduced New Feature - Agricultural Damages Reduced

The ability to compute agricultural flood damages reduced has been added to HEC-FIA 3.4. 

  • Agricultural gridded data can be downloaded and defined the same way as a traditional HEC-FIA agriculture compute, and then assigned to be used in a RAS-HDF Flood Damages Reduced Alternative. 
  • This option is only available for simulations that use the Holdout - RAS HDF Inundation Configuration.
  • To include in the Holdout - RAS HDF compute, in the Alternative Editor include an Agriculture Inventory and check the "Compute Agriculture" checkbox.
  • To improve compute time, ensure that the agricultural grid is clipped to the project extents. 
  • When creating the Agricultural Grid within HEC-FIA, only import crops that are needed to calculate flood damages reduced. (For example importing land cover such as NLCD-Mixed Forest may severely slow down computation times). 
  • Additional Tabs such as Acreage Reduced have been added to the Flood Damage Reduction Aggregated Report as shown below.

Agriculture Damage Tab

  • Selecting "Damage Category" in the View By dropdown menu will tabulate by Crop Type.

Acreage Reduced Tab has been added, and can also be sorted by geographic boundary or Crop Type (Damage Category).

A Total Damages Tab has also been added. This sums the Damages Reduced between the Structure and Agriculture Damages Tabs. Note that attempting to sort the Total Tab by Damage Category or Occupancy Type will result in a blank table. 

Improvements to launching RAS Mapper from FIA

  • Opening RAS Mapper from the Simulation Menu will automatically add the result shapefiles as map layers for any RAS-HDF inundation configuration compute. Additional shapefiles for Agricultural Flood Damages Reduced are also added. These include an overall results shapefile (AgFloodDamageReduced) and then four shapefiles representing the four scenarios: 
    • Regulated (Reg_AgResults)
    • Regulated Without Levee (RegWOL_AgResults)
    • Unregulated (Unreg_AgResults)
    • Unregulated Without Levee (UnregWOL_AgResults).
    • Similar shapefiles are created for the structure flood damages reduced computation. 

Improvements to Reports

Improvements were made to both the Aggregated Consequence Report and the Flood Damage Reduction Aggregated Report in HEC-FIA Version 3.4.

  • If the Economic or Structure compute types were not included in the simulation, that corresponding tab is now blank instead of showing zero values. This clears up confusion where the user sees zero values for a compute that did not actually occur. The image below shows the Agriculture Aggregated Consequence Tab for a simulation that did not include Agriculture.

  • With the introduction of the Agricultural Flood Damages Reduced compute, the Flood Damage Reduction Aggregated Report has been improved. It now includes tabs for Structures, Agriculture Damage, Agriculture Acreage, and an overall Total tab. 
  • If Agriculture was not computed, both the Agriculture Damage and Acreage tabs will be blank.
  • The Total tab sums the Damages Reduced for both Structures and Agriculture Damage. Note that this tab can only be viewed by geographical categories such as Emergency Planning Zone or other shapefiles. If the user attempts to view by Damage Category or Occupancy Type, the Total tab will be blank. Examples of the new Flood Damage Reduction Aggregated Report can be seen below.

  • FDR Agriculture Report now includes Acreage
  • FDR Report includes Total Tab that sums Structure and Agricultural Flood Damages Reduced
  • If a simulation has not been computed (Agriculture, Structure), the Aggregated Summary table will display with zero rows instead of zero values. This was found confusing to users who thought that HEC-FIA successfully computed but with zero damages.
  • When launching RAS Mapper from the Simulation Menu for a FDR compute, the default maps (Max Depth, Max WSE, and Velocity) are automatically added to the Menu Tree for the four HEC-RAS simulations. Previously each map had to be added manually each time RAS Mapper was opened.
  • Configuration file updated - default memory allocated to HEC-FIA increased to 8GB. 
  • File structure and organization of HEC-FIA installation directory improved
  • Build upgrades include upgrade to GeoTools 29 and Java 11. 
  • Fixed bug that occurred when re-computing an existing Agricultural FDR simulation. The compute would fail due to a shapefile lock if previous compute was not successful.
  • HDF and terrain pathnames now relative
  • Bug addressed that caused Ag HDF compute to create folders and shapefiles in the C directory, regardless of where the project was located.
  • Addressed bug where the terrain was not correctly included when RAS Mapper was launched from HEC-FIA.
  • Fixed bug that prevented HEC-DSSVue from launching from the Tools Menu.

  • Fixed confusing error message in the Flood Damage Reduction Project Report. To allocate damages to reservoirs each CCP needs at least a single value in the DSS time series greater than zero. Error message previously just stated "Record Missing". Error messages now separated into "MISSING RESSIM HOLDOUT RECORDS  - No ResSim Holdout Records were found for the CCPs listed below for the current time window. At least one ResSim Holdout Record must exist per CCP" and: "ERROR WITH RESSIM HOLDOUT RECORDS - Each CCP must have at least one ResSim Holdout Record that contains a value greater than zero during the time window. The following timeseries should be reviewed:"
